In this tale of redemption gone awry, Johnnie Cooper (Matthew Modine) has just been released from prison after serving time for armed robbery. Although determined to stay out of trouble, he quickly finds himself hiding out in Tijuana after his schizoid brother, in a moment of panic, attacks Johnnie's parole officer with a two-by-four.
